Race, only if it was in relation to class and age

I believe that race was an insignifigant factor in who suffered and died because of Hurricane Katrina.  The reason anyone suffered or died was at the fault of the Governor of New Orleans.  President Bush told the Governor five days before Hurricane Katrina hit that the Gulf Coast was in a state of emergency and needed to be evacuated immediately.  The Governor decided to sit on this information for three days.  The city of New Orleans has a 72 hour evacuation plan.  The Governor, after thinking about the information told the public in New Orleans to evacuate.  This left the city only 48 hours to complete the evacuation plan, so it didn't function properly.  The people that made it out were everyone except the people that didn't have accessability to trasportation, and people,stupid like always, that think they can ride out the storm.  The levies breaking was also the fault of the New Orleans government.  The U.S. government has been giving millions of dollars a year for fixing and upgrading the levies.  The New Orleans government has just squandered the money on other things, so they government, not the people, deserved to have the levies broken.The people that suffered and died because of Hurricane Katrina were mostly lower class people who couldn't afford to leave, or didn't have a way to leave.  Age also was a factor because the young and elderly have the need for stable environments, which weren't available with leaving or staying.  The patients in hospital or immoble elderly people living in housing where they are being overseen and helped by people who work there couldn't leave.  They might have been able to if the 72 hour plan had been executed with suffient time.
